Developing Policy Standards for New Technology Deployment in a City
A city agency was tasked with developing policies and standards for deploying new technology that would significantly enhance digital access for citizens. The project required balancing the interests of multiple stakeholders, including federal regulatory agencies aligned with industry, citizens concerned about the impact on their community, and utility companies owning much of the infrastructure needed for the deployment. The project’s primary goal was to create policy standards that would enable the technology’s deployment while addressing community concerns about aesthetics and safety and meeting federal and state mandates.
T he city faced significant pressure from federal regulators and industry, which were ready to support technology deployment if the city did not develop a reasonable written policy. Citizens were primarily concerned with the technology’s appearance and safety, while utility companies were reluctant to allow anything other than power-related assets on their property. The city agency struggled to understand the technology’s complexity, scope, and potential impact on operations. The challenge was to bring together utility companies, industry, and city interests to design an infrastructure solution that met community and utility requirements.
O ur firm brokered discussions between the city and utility companies, designing a piece of infrastructure and accompanying technical standards that were acceptable to both parties. These solutions were formalized in a policy document that was approved by the mayor and city council, serving as a guide for industry compliance with federal and state regulations. As industry experts, we also acted as confidential brokers of information, providing policymakers with the insights needed to understand the issues at hand. The innovative policy document and infrastructure solution integrated the requirements of the city, industry, and utility companies into a common footprint, balancing the interests of all stakeholders and enabling the successful deployment of the new technology.
